Housing code enforcement straddles the line between cities ensuring the health and safety of residents and exercising their police powers. While not often seen, housing code enforcement can have a significant impact on renters, landlords, and entire neighborhoods. Code enforcement activities are vital for protecting community public health, safety, and wellbeing, but like other law enforcement activities can also exhibit implicit bias and differential treatment. This is especially true as cities adopt stronger nuisance and crime-free housing ordinances.
